The University of Waterloo, through the FINCAPES Project (Flood Impacts, Carbon Pricing, and Ecosystem Sustainability), invites qualified firms and consultants to submit quotations for the provision of Actuarial Calculation Services in Indonesia. This assignment will help quantify financial risks and losses from climate change–exacerbated flooding, providing valuable insights to support policy, community resilience, and sustainable planning.

Scope of Work
The selected bidder will conduct actuarial analysis in Pontianak, Indonesia, using existing flood hazard models. The work includes:
- Collecting and validating primary and secondary data (surveys, FGDs, interviews).
- Collaborating with local institutions, academics, and community stakeholders.
- Conducting actuarial analysis referencing the Actuaries Climate Risk Index (ACRI).
- Delivering inception and actuarial reports, with two stakeholder presentations.
- Working under academic supervision of the Faculty of Mathematics, University of Waterloo.
Deliverables
- Inception Report (methodology, timeline, data plan)
- Actuarial Analysis (loss & damage modelling under multiple climate scenarios and return periods)
- Stakeholder Presentations (two sessions)
- Draft Actuarial Report (with recommendations)
Evaluation Criteria
Submissions will be evaluated based on:
- Understanding of the assignment & proposal quality (15%)
- Expertise and experience of proposed team (20%)
- Methodology, deliverables & work plan (25%)
- Value-added approaches (e.g., gender-responsive methods, engagement of vulnerable groups, innovative communication) (15%)
- Budget/value for cost (25%)
Submission Requirements
All proposals must be submitted in English via the Bonfire portal. Required documents include:
- Proposal (max. 10 pages) outlining methodology, work plan, and understanding of assignment.
- CVs and roles of proposed team members, including allocation of hours.
- Three (3) referees familiar with similar work.
- Completed Appendix A – Cost & Form of Declaration.
- Certificate of Insurance.
