About the FINCAPES Project

The Flood Impacts, Carbon Pricing, and Ecosystem Sustainability (FINCAPES) Project is a 5.5-year initiative led by the University of Waterloo with support from Global Affairs Canada. The project aims to strengthen Indonesia’s resilience to climate change by improving institutional and technical capacity in flood risk assessment, climate-informed planning, and evidence-based policy for sustainable development.

One key component of FINCAPES focuses on high-resolution flood hazard modelling for Pontianak, West Kalimantan. Building on this work, the project seeks a consultant to align scientific flood hazard outputs with Indonesia’s Disaster Risk Financing and Insurance (DRFI) mechanisms.

Assignment Objective

The consultant will design a practical framework that connects flood hazard modelling, actuarially derived loss estimates, and socio-economic risk insights with the Ministry of Finance’s DRFI instruments. The assignment includes developing policy recommendations, producing fiscal strategy briefs, and facilitating a high-level policy dialogue with national institutions to validate findings.

Scope of Work

The consultant will:

  1. Conduct a technical review of existing FINCAPES flood studies and relevant national policy frameworks.

  2. Assess and integrate climate-informed flood hazard models with DRFI requirements, including identifying suitable thresholds for insurance pricing and parametric triggers.

  3. Develop actionable, gender-responsive DRFI policy options and institutional pathways.

  4. Design and support delivery of a high-level policy dialogue with key government institutions (e.g., Ministry of Finance, BAPPENAS).

  5. Produce technical synthesis, risk-to-finance framework, draft and final policy briefs, and a consolidated final report.

Required Expertise

The consultancy requires a multidisciplinary background, including:

  • Hydrology and climate/flood hazard modelling

  • Urban and spatial planning

  • Economics, public finance, and insurance

  • Disaster Risk Financing and parametric product design

  • Remote sensing and data science

  • Gender equality and social inclusion in disaster risk management
